Low public tuition, and income-based scholarships that can cover it entirely.
Why Italy
Italian public universities set fees against family income (the ISEE assessment). Pakistani families frequently land in the lowest bracket, which can reduce tuition dramatically.
Regional right-to-study grants can cover tuition, provide accommodation and a meal allowance, plus a cash stipend. These are need-based, not merit-only.
Politecnico di Milano and Politecnico di Torino are globally ranked, and Italy's design and fashion schools are the best in the world in their fields.
We show ranges, not single figures. Tuition varies by institution and course, and the PKR rate moves. Anyone quoting you one exact number is guessing. On your free consultation we give you a written breakdown for your exact course.

The top of the range is medicine and the highest-ranked universities. Most students are nearer the bottom.
The catch: Pay is lower than in northern Europe, but so is the cost of living, especially outside Milan. Italian is close to essential for finding work at all.
Gold is tuition. The rest is living costs.
