The right question is not which scholarship is biggest. It is which combination of country, course and award gets you a degree you can actually afford, before your savings and your patience run out.

The under-used one

Pakistan is a partner country. Almost nobody applies properly.

Stipendium Hungaricum pays full tuition, a monthly stipend, housing and medical cover, and Pakistan has its own quota. The call opens in November and closes in January, which is exactly when nobody in Pakistan is looking. The students who lose it lose it on the nomination step, not on their grades.

Chevening is a leadership award. Work experience is mandatory, usually at least two years, and the essays on leadership, networking and career plan decide the outcome far more than your CGPA. Start the essays in June, not in October. Most rejected applicants wrote them in a weekend.

The award list changes every year, and a university that offered GREAT last year may not offer it this year. Work backwards: check the current list of participating universities for Pakistan, then shortlist. Ten thousand pounds is a meaningful dent in a UK master's, not a free ride.

This is the most under-used fully funded route for Pakistani students, and it is the one we push hardest. The catch is the nomination step: students fill the Hungarian form, ignore the HEC side, and are silently disqualified. Do both. The stipend is modest but Hungary is cheap, so it works.

Remember the German trick: most public universities charge little or no tuition to international students anyway, so in Germany the real problem is not tuition, it is the blocked account and living costs. A DAAD stipend solves exactly that. If you miss DAAD, Germany is still one of the cheapest quality degrees on earth.

Yes. Non-EU students pay tuition in Finland, and non-EU students are exactly who these scholarships exist for.
The honest read
There is usually no separate scholarship form. You apply for the programme, and the scholarship decision arrives with your offer. That makes Finland unusually efficient: one application, one deadline, and a realistic shot at a 100 percent tuition waiver. You still fund living costs and must show them for the residence permit.

Yes, and this is the most important sentence on this page for Italy. The grant is income based, not merit based, so a middle-income Pakistani family can qualify where a rich European family cannot.
The honest read
The paperwork is the barrier, not the competition. You need an ISEE Parificato, which means getting Pakistani income and family documents legalised and translated, and Italian bureaucracy is unforgiving about it. Start the document trail months before the call opens. Handled properly this is one of the few genuinely full rides that does not require a spectacular CGPA.

United States

Yes. Pakistan runs one of the largest Fulbright programmes in the world, administered by USEFP in Islamabad, and it is open to Pakistani nationals only.
The honest read
Fulbright is the single strongest funded route from Pakistan to the USA and the competition reflects that. GRE and a strong academic record matter, the essays matter more, and there is a two-year home residency requirement afterwards. Apply once, properly, rather than three times in a rush.

This is a doctoral award only. If you are chasing a master's or a bachelor's in Canada, look at university entrance awards instead.

You apply to the individual master's consortium, not to Brussels, and each one has its own portal, its own documents and its own deadline. Most applicants can apply to up to three. This is the most realistic fully funded route to Europe for a strong Pakistani graduate with no work experience, because unlike Chevening it rewards academics.

The closing month shown on each card is read from the programme's own published window and is a guide, not a promise. Rounds move every year. Confirm the current dates on the official page before you plan anything around them.

Six failures, and none of them are about your CGPA. Every one of them is fixable, and every one of them needs more time than you think you have.

They wrote the essay in a weekend

Chevening and Fulbright essays are the whole application. Selectors read thousands of them and can spot a rushed one in a paragraph. Start in June for a November deadline, write four drafts, and let someone honest tear the first one apart.

They had no English score in the file

Scholarship deadlines usually land before or alongside the admission deadline, and both need a valid IELTS or PTE result. Book the test early. A brilliant application without a score is an incomplete application.

They applied to a course that was not eligible

Commonwealth Shared Scholarships only cover a defined list of courses at a defined list of universities each year. GREAT changes its participating universities annually. Read the current list first, then choose your course around it, not the other way round.

They skipped the nomination step

Stipendium Hungaricum requires a nomination from the Pakistani sending partner as well as the Hungarian application. Several flagship Canadian awards need your school to nominate you before you even apply for admission. Students complete one half and are silently disqualified.

They talked about themselves, not about Pakistan

Government scholarships are foreign policy, not charity. Chevening, Australia Awards and Fulbright all want to know what you will do when you go home. An essay about your personal dreams loses to an essay about a specific problem in Pakistan you intend to work on.

They started too late

Twelve to eighteen months before your intake is the honest lead time. Referees need weeks. Transcripts need attestation. Italian DSU grants need income documents legalised and translated. The paperwork, not the competition, is what most people lose to.

Can a Pakistani student really get a fully funded scholarship?

Yes, and every year Pakistanis win Chevening, Fulbright, Australia Awards, Stipendium Hungaricum, DAAD and Erasmus Mundus. But be clear about the odds. The big named awards attract thousands of applicants for a small number of places, and they are decided on essays, work experience and leadership as much as on grades. A serious application takes months. If your entire plan depends on winning one, you do not have a plan, you have a wish.

What is the easiest scholarship for Pakistani students to get?

There is no easy one, but there are under-used ones. Stipendium Hungaricum is fully funded, Pakistan is a partner country, and far fewer Pakistanis apply than for Chevening. Finnish universities award tuition scholarships of 50 to 100 percent automatically inside the admission process, so it costs you nothing extra to be considered. Italy's regional DSU grants are assessed on family income rather than a spectacular CGPA. Those three are where we see the best return on effort.

Is it better to chase a full scholarship or pick a cheaper country?

For most families, the cheaper country wins. A German public university charges little or no tuition, so the only real cost is living, and a Hungarian or Italian degree costs a fraction of an Australian one. Spending a year chasing a one percent chance at a full ride, while a low-cost country would have accepted you this intake, is the most common expensive mistake we see. Apply for the scholarship, absolutely, but build the plan around a destination you could afford without it.

Do I need IELTS or PTE before I apply for a scholarship?

Usually yes, and this is what quietly kills applications. Most scholarship deadlines fall before, or at the same time as, the university admission deadline, and both want a valid English score in the file. Book your test early. A perfect Chevening essay submitted without the English score the university needs is still a rejected application. Do scholarships cover living costs or only tuition?

Read the coverage line on every entry above, because this is where students get hurt. University merit awards are almost always tuition only, which means you still need to prove and fund your living costs for the visa. Government awards like Chevening, Fulbright, Australia Awards and Stipendium Hungaricum include a living stipend. A 50 percent tuition waiver in an expensive city can still be unaffordable, while a full stipend in a cheap city is life changing.

When should I start applying?

Twelve to eighteen months before you want to start studying. Chevening opens in August for the following September. Stipendium Hungaricum has typically opened in November. Fulbright has a lead time of more than a year. Erasmus Mundus consortia mostly close between October and January. If you are reading this in July hoping to fly in September, the honest answer is that you are applying for next year, and that extra year is what makes a strong application possible.
